7ee945062d Add command to mark users as inactive. 
This is useful when testing the sigup workflow, as this script enables you
to run through a MIT signup without manually creating a new inactive user
in the database.

b14e4d2a57 Add tool to merge messages logs together for populate_db. 
This tool hardcodes the paths to the input log files; we'll need to
change that down the line.

8d5d45f3a0 Use datetime.min for initial last_error rather than int 0. 
Otherwise, code may break when it encounters a comparison against
last_error.

375f8e3540 nagios: disable flap detection.

fb574966e1 zephyr_mirror: Improve debugging output on outgoing messages. 
Previously all that we logged was the sender, which turns out to be a
constant for humbug=>zephyr mirroring.
