Tim Abbott 7ea5987e5d errors: Use a setting to control the stream for slow-query logs. ... We already had a setting for whether these logs were enabled; now it also controls which stream the messages go to. As part of this migration, we disable the feature in dev/production by default; it's not useful for most environments.
