sofbe f87f27f9d0 settings: Create a new "Message deletion" section. ... Create a new section under "Message editing" and move "Who can delete their own messages" and "Time limit for deleting messages" to the new section. Remove "i" tooltips next to them. Add a label to the new section "Administrators can delete any message." Fixes part of #22892. settings: Add widgets to the new section "Message deletion".
