Simplifies the description for additional license invoice items to
be "Additional {plan.name} license" as the time period for that item
is already listed on the invoice via the "period" invoice item field
that has timestamps for the start and end of the prorated additional
license.
Since #36453 changed the order of invoice items, some test fixtures
needed to be updated for the changed order that invoice items are
created.
