zulip/zerver/views/development/__init__.py
Vaibhav b94892d633 tooling: Move email_log.py to development only views. 
Some urls are only available in the development environment
(dev_urls.py); Corresponding views (here email_log.py) is moved to the
new directory zerver/views/development.

Fixes #11256.
