`start_arg_parser` reads like a helper that mutates a parser, when it actually builds the argument parser for the start/restart-server scripts. Rename it for consistency with the sibling `upgrade_script_arg_parser` helper. |

This directory contains scripts that:

Generally do not require access to Django or the database (those are "management commands"), and thus are suitable to run operationally.
