Aman Agrawal 239e792759 zulip_tools: Rename start_arg_parser to start_script_arg_parser.
`start_arg_parser` reads like a helper that mutates a parser, when it
actually builds the argument parser for the start/restart-server
scripts. Rename it for consistency with the sibling
`upgrade_script_arg_parser` helper.

This directory contains scripts that:

  • Generally do not require access to Django or the database (those are "management commands"), and thus are suitable to run operationally.

  • Are useful for managing a production deployment of Zulip (many are also used in a Zulip development environment, though development-only scripts live in tools/).
