Fixes#33156.
If the stream is set to on the private settings for privacy, we add a
parenthesis text `must be subscribed`.
We had to use JS to change the string since just having a conditional in
the handlebars template would not ensure that the parenthesis text
appears or disappears on changing the value.
The setting is not used anywhere yet either on the frontend or the
backend, we are just adding the ability to change the value of the realm
setting. We have also removed the ability to set
`invite_to_stream_policy` in this commit while it continues being used
to check permissions.
We have changed the label of the setting from `Who can add users to
channels` to `Who can subcribe users to channels` and label_parens_text
as `in addition to organization administrators` as discussed in
https://chat.zulip.org/#narrow/channel/101-design/topic/Can.20subscribe.20other.20users.20on.20user.20profile/near/2039825
This commit includes the following changes:
- Replace the theme select dropdown in the Preferences

similar to the one in the personal menu popover.

This commit includes the following changes:
- The email field is now a disabled text field.
- An "Edit" (pencil) button is added next to the email
field, which opens the change email modal.
- The "Edit" button is not shown if the user doesn't
have permission to edit their email.
- When email changes are disabled, the "email changes are
disabled" tooltip now appears over the email field, which
previously appeared to the right of the email field.
- Refactor `settings_org.test.cjs` to align with the changes
of the added "Edit" button.

Renames file and redirects existing links to "help/user-roles" as
the previous content tracks to that current file's content.
Updates existing links (excluding ReadtheDocs) to go to either
"help/user-roles" or "help/manage-permissions" depending on which

The deactivation icon was incorrectly showing for both active bots and
active users in the admin settings panel, due to parameters
incorrectly not being passed through to the partial template.
We do not allow realms on a limited plan to create groups. This commit
adds a banner to upgrade to the can_create_groups org setting and
disables editing it on the backend.
This commit also adds a new method called
`disable_group_permission_setting` to easily disable similar settings.

`bootstrap-btn-group` classes which don't have any corresponding styles

Previously, the Notification triggers table in Settings lacked a
direct link to documentation for 'Followed topics'.
This commit updates the AllNotifications type to include an optional
'help_link' field and adds conditional rendering in the template to
show the help icon only if 'help_link' is present.The corresponding
test has been updated to verify the presence of the help link.
This enables direct links to relevant docs, improving usability.

Currently, the GitHub webhook sends activity from both public and private
repositories, which could lead to unintended disclosure of sensitive
information from private repositories.
This commit introduces a ignore_private_repositories parameter to the
webhook URL. When set to true, the webhook ignore processing activity from
private repositories, ensuring that such activities are not posted to
Zulip streams. By default, if the parameter is omitted or set to false,
activities from both public and private repositories are processed
normally. This provides users with the flexibility to control the
visibility of private repository activities without altering the default
behavior.
More importantly, this introduces a cleaner mechanism for individual
incoming webhooks to declare support for settings not common to all
webhook integrations.

Previously the banner was always shown to admins and to users who
cannot add emoji with the banner mentioning who can add emoji.
This commit updates the code to only show the banners who cannot
add emoji irrespective of their role, and just mention that they
do not have permission without any detail about who can add.
We now use new pills UI for public and private channel
creation settings. The UI for web-public channel
creation setting is still a dropdown as we allow only
system groups for that.
