This commit adds typing indicators for message editing in stream
as well as in dm, if the send typing notification
for corresponding is enabled.
Based on earlier work in #28585.

A 16px conversion at 16px/1em is unnecessary, and there are no
other font-size declarations in the area. So the base font-size
should be inherited as expected, allowing the button icons to
scale.
Added colors to notify users when the message length is near
the limit or has exceeded it. Used distinct colors for each
case to provide clear feedback.

The control buttons of the edit box were flickering b/w default cursor
and pointer cursor after c1d155d923.
The addition of `position: relative` to `.edit-content-container` was
causing that. We've now added a div to apply position:relative to, this
div does not have any edit controls in it's children.
Previously, the message controls for failed messages was present for
all messages, regardless of their status, and was being rendered
unconditionally; only being hidden for successfully sent messages.
This commit adds dynamic rendering for the failed message controls,
only rendering them via the handlebars template when a message is
confirmed to be failed.

This commit moves the placeholder elements for the message edit form,
to `message_edit_form.hbs`, so they are conditionally rendered only
when a message is being edited, rather than being present for every
message in the list.
Fixes#31134.
With the refactoring of the rendered-Markdown area to use only
margin bottom, including in message-edit previewsk, these expensive,
general selectors are unnecessary.
Headings and horizontal rules, which do have margin-top, are zeroed
out elsewhere in the rendered-markdown file.
The row of buttons is placed using CSS grid template areas so that
visually it is now inside the bottom edge of the textbox. The color of
the buttons row and individual buttons is changed to match the color of
the textbox. All textbox border / box shadow properties are now applied
to its parent instead which is extended under the buttons' row, so that
its border snuggly fits around the buttons row too.
Notable side effects:
- In dark mode the textbox in focused state now has a light border which
does not match the recipient input's current border which doesn't change
when focused. Likely, the recipient input should be updated to match the
textbox's border color.
- The dividers in the formatting buttons row are not vertically centered
now. This should be figured out soon.
