🔧 Prepare v3.17.2 release (#2530)

## Summary

- Bump the root package version to 3.17.2.
- Add the 3.17.2 changelog section covering WhatsApp forwarding
additions, bug fixes, security, content, and internal updates since
v3.17.1.
