`allowSignIn` columns with default `true`. Add `id` column, generate

update with `ProjectUserOAuthAccount.id`, drop `configOAuthProviderId`
and `providerAccountId` columns, set `oauthAccountId` as NOT NULL.

> - Add unique index on `OAuthAuthMethod` for `tenancyId`,
