Detects and blocks conflicting `HEXCLAVE_*` and `STACK_*` env vars
across the monorepo. Prefers `HEXCLAVE_*`, falls back to `STACK_*` when
empty, and fails fast when both are set to different values.

`STACK_*` only as a temporary fallback.
