Bilal Godil 91e7266a21 Fix flaky ClickHouse sync tests: wait for CH in CI + add debug logging ...

- Add "Wait on ClickHouse" step (tcp:8136) before db:init in CI
- Log last response status/body in timeout errors for debugging
- Move ClickHouse tests to run first in sequential block
- Narrow dev-test workflows to only run db sync tests
