Forbid non tailwind classes in browser (#16902) 
Enables the non tailwind eslint rule to ensure we don't accidentally add any bad classes to our browser extension.

- Notification bar uses a custom CSS file and is excluded.
- Removed unused `UserVerificationComponent`.
