Pranav 57b28f4eb8 fix(help-center): edit default locale override instead of dropping it ... Replaces the previous behaviour of stripping a locale's override when it becomes the default (which lost the data) with exposing the "Localize content" action for the default locale, so the override stays editable and clearable. localized_value resolves a locale's override, then the default locale's override, then the base field.
