Ensure CSAT survey label rules are evaluated once in CsatSurveyService before any channel-specific sending (including WhatsApp/Twilio templates), remove the duplicated rule check from the template builder, and cover the blocking-label scenario in service specs while simplifying the template specs accordingly.
