refactor: rename NoRestartExplorer parameter to SkipExplorerRestart (#709)

Tests / Pester (Windows PowerShell 5.1) (push) Has been cancelled
Details 
The old `NoRestartExplorer` parameter is kept as an alias and will
continue to work, but is considered deprecated
