Derick Payne 6d863d0dc3 Exclude grepWinNP3 from ARM64 builds (no Boost ARM64 libs) 
- Remove grepWinNP3 ARM64 build entries from solution
- Remove vcpkg setup steps from CI workflow
- Simplify build step

grepWinNP3 ARM64 support deferred until vcpkg integration is resolved.
